Several other projects have been carried out with the aim of regulating urbanization and housing. According to government statistics, the number of Gabonese households lacking housing was estimated at the beginning of 2015 at 225,000; with an estimated annual increase of 7,000 housing units, this demand was 237,000 units. The Estuaire province alone concentrates 53% of the country&#039;s housing needs, representing a deficit of 125,610 housing units. It is followed respectively by the 3 provinces housing the other largest urban centers: namely, Haut-Ogoou\u00e9 (27,000); Woleu Ntem (22,500) and Ogoou\u00e9 Maritime (15,000). This project aims to prevent recurring flooding in Libreville and its socioeconomic consequences. Initiated in 2014 and halted since 2016, the Gue-Gue, Lowe IAI, and Terre Nouvelle watershed development program requires the involuntary displacement of 6,904 people living in the areas affected by the project.<\/span><\/p>\n<p>A comprehensive rehousing plan (PCR) has been developed in Bik\u00e9l\u00e9 Nzong in the 3rd district of Ntoum. This rehousing zone provides for 1,070 housing units and community facilities estimated at forty (40) billion FCFA, which justifies the financial support of the Central African States Development Bank (BDEAC).<br \/>The middle school, primary school, sports field and health center are fully completed and the 75-hectare site is serviced at 80%. The remaining balance of nearly 5 billion FCFA and the additional financing of 20 billion FCFA from the BDEAC should make it possible to finalize the construction of the access road from Bik\u00e9l\u00e9 &quot;fin goudron&quot; as well as the development of the drinking water and electricity network, including public lighting, and the completion of the housing.
