Access to safe drinking water and adequate sanitation is a human right and a factor in social cohesion. One of the government's goals is to provide adequate and sustainable access to basic drinking water services for all Togolese.\u00a0<\/span><\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t

In an environment marked by deteriorating security and the coronavirus health crisis, access to drinking water is more than ever a priority for the Togolese government. Looking ahead to 2025, the government, in its 2020-2025 roadmap, aims to achieve a national access rate of 851,000 people per capita (TP3T). In urban, semi-urban, and rural areas, the target is to reach 751,000,000, and 951,000 people per capita, respectively. Greater Lom\u00e9 is receiving particular attention, where the goal is to reach 801,000 people per capita and secure the water supply by utilizing surface water resources.<\/p>\n

Improving agricultural yields through water management for irrigation is also part of our mission, as is the sanitation of excreta, wastewater, and rainwater.<\/p>\n

Achieving these objectives requires significant investment. A strategy for universal access to water and sanitation is being finalized for this purpose. This strategy, which is based on the National Action Plan for the Water and Sanitation Sector (PANSEA), will outline the actions to be taken and their phasing.<\/p>\n

In 2011, the proportion of the Togolese population without access to a safe drinking water source was 56.11%. Programs were designed to reduce this rate to 351% by 2017. In the 2020 national budget of 1,638 billion CFA francs, the Ministry of Water and Rural Hydraulics received 14.872588 billion CFA francs for the implementation of its projects. For 2020, the overall implementation of these projects and programs resulted in a national service rate of 601%. This rate varies by area of residence: 68% in rural areas, 53% in semi-urban areas, and 58% in urban areas. <\/p>\n

Several projects are underway and planned with the support of various development partners in the three areas to improve this rate. These include:<\/p>\n

The implementation of the Water and Sanitation Project in Togo (PEAT 1) contributed to this progress in the cities of Atakpam\u00e9 and Dapaong. In Atakpam\u00e9 (Plateau Region), 1,474 private connections were made, extending the network to more than 14,000 households. A new pumping system significantly improved the production chain, serving the areas of Gl\u00e9lou, Gbat\u00e9kp\u00e9, and Tchakpali. Currently, a new water treatment plant is under construction on a site less than 10 km from the city. In Dapaong (capital of the Savanes Region), work is underway to reinforce the Dalwak Dam. The entire aging electronic system of the water treatment plant has been replaced, and more than 1,100 connections to drinking water have been made at reduced costs.<\/p>\n

In August 2021, phase 1 of the Water and Sanitation Project in Togo (PEAT-1) was completed. This project improved and extended the production and distribution chains in these urban areas (network extension over 14.9 km).<\/span><\/p>\n

As part of Phase II of the Water and Sanitation Project (PEAT 2), three cities are beneficiaries: Kara, Sokod\u00e9, and Ts\u00e9vi\u00e9. The project aims to strengthen the pumping system in these cities. The pumps that supply water to the cities will be replaced. In Ts\u00e9vi\u00e9, a 750 m\u00b3 water tower and a 150 m\u00b3 borehole are under construction. PEAT 2 is funded by the European Union.<\/p>\n

Plans are therefore in these three localities for the construction and rehabilitation of water towers and water treatment plants, in addition to connection work to extend the distribution networks.<\/p>\n

To achieve its goals, the Project to Improve Sanitary Conditions in Schools and Rural Areas of the Savanes and Kara Regions (PASSCO 2) aims to install 400 new hand-operated boreholes in the two regions (200 per region), rehabilitate 200 existing boreholes (100 per region), and construct 200 ecosan-type community latrines (100 per region). Ultimately, 300,000 Togolese will benefit.<\/p>\n

Beyond this, the National Water Development Plan (PND-EAU), this ambitious project, aims to contribute significantly to improving the quality of life and economic development of the population through the construction and strengthening of drinking water systems in urban and semi-urban centers throughout the country. This includes supplying the cities of the Savanes region from the Dalwak dam, creating a river intake to provide drinking water to the city of Mandouri, strengthening the supply system in Gando and Naki-Est through boreholes, and implementing the expansion and master plan for the city of Lom\u00e9, among other things. For the Emergency Project for the Direct Construction of Drinking Water Infrastructure in Rural Areas, more than one hundred boreholes have already been drilled, and others are currently underway in the Savanes region, carried out by the Ministry's Mobile Brigade.\u00a0<\/p>\n

In this same spirit, the Government, with the commitment of the Head of State, continues to prioritize water and sanitation. Thus, the State has committed, through the 2022-2024 Public Investment Program (PIP), to investing 75,061,268 billion CFA francs to achieve the objectives of the Government's roadmap.\u00a0<\/p>\n

A roadmap for the supply of drinking water in Greater Lom\u00e9<\/b><\/p>\n

The objective of the Togolese authorities is to increase drinking water coverage in this part of the country to 80% by 2025. The strategic plan developed should serve as a guide in the implementation of drinking water supply projects for the Ministry of Water and operators in the sector, in particular the Soci\u00e9t\u00e9 du patrimoine eau et assainissement en milieu urbain et semi-urbain (SP-EAU) and the Soci\u00e9t\u00e9 togolaise des eaux (TdE).<\/p>\n

The draft master plan for Lom\u00e9's drinking water supply was unveiled on September 22, 2021, while several initiatives are underway in the region. The ongoing projects in Greater Lom\u00e9 include the "AEP-Lom\u00e9 Phase 2" project, which benefits the municipalities of Golfe 2, 5, and 6, as well as Ago\u00e8 Nyiv\u00e9 1, Ago\u00e8 Nyiv\u00e9 2, 3, 4, and 5. The project began in August 2021 with the construction of five water towers, including one with a capacity of 1,300 m\u00b3 in the Golfe 7 municipality.<\/p>\n
