The overall objective of the National Digital Transformation Program (PATN) is to support the modernization of public administration information systems and the development of the digital economy in the country. A national priority, this strategic investment is part of the digital economy development through the "Congo Digital 2025" strategy, which emphasizes e-citizenship, e-government, and e-commerce. It is a key component of the 2022-2026 National Development Plan with a strong social and economic impact: developing digital skills, creating jobs, and diversifying the economy. The PATN will increase access to high-speed internet in areas that are not yet connected.<\/p>\n

Three development partners are involved in this flagship project worth \u20ac136.5 million (approximately 89.4 billion CFA francs). The project combines a grant of approximately 10 billion CFA francs from the European Union, a loan of 17 billion CFA francs from the European Investment Bank, and a loan of $100 million from the World Bank.<\/p>\n

The European component was officially launched on June 8, 2023, with an emphasis on strengthening governance through digitalization, improving employability through strengthening the digital skills of the Congolese population, protecting personal data and cybersecurity, and establishing priority IT systems, particularly in the higher education and health sectors.<\/p>\n

Reducing inequalities and strengthening social inclusion through digitalization, with a focus on women and youth, is another priority of this project. This involves, on the one hand, developing young people's digital skills and creating an environment conducive to innovation and entrepreneurship. On the other hand, it involves encouraging strong participation from women and girls through dedicated initiatives, primarily to contribute to women's economic empowerment.<\/p>\n
