At the end of September 2021, the government adopted the draft decree establishing the creation, responsibilities, organization, and operation of the Togo Digital Agency (ATD). This agency will support the implementation of digital projects and contribute to the efficient use of state resources.
The ATD will thus support ministries and other public administrations in the digitization of their services. The Council of Ministers indicated that 75% of the projects in the government's roadmap are based on the digitization of processes and services.
The government's roadmap adopted in 2020 includes three strategic axes, broken down into ten ambitions addressing the country's main challenges over five years. Strategic axis 3 includes the ambition to make Togo a digital benchmark in West Africa through various projects such as biometric identification. After a year marked by Covid-19 and its restrictions in 2020, Togo aims to further capitalize on digital services essential to the continued functioning of the public administration. The new coordinating body will ensure the reconciliation of the state's digital priorities with development challenges.

Since June 2021, Togo has officially had a strategic infrastructure for hosting sensitive data. The Lomé Data Centre allows institutions and businesses to host their data in a secure environment. It also offers economic operators a credible and reliable alternative allowing them to both access very high-speed internet bandwidth and save money. The infrastructure, built on more than one hectare in the new administrative perimeter of the capital, is Tier III certified, one of the highest levels of reliability in this sector. Its construction, which lasted two and a half years, was financed to the tune of 12.7 billion FCFA by the World Bank as part of the WARCIP regional infrastructure development program, and is part of the government's growth strategy supported by digital transformation.
