
Alamine Ousmane Mey has been Minister of Economy, Planning and Regional Development (MINEPAT) since March 2, 2018. He oversees the cooperation portfolio with the World Bank, whose current commitments total approximately $2.54 million for 20 active projects aligned with the objectives of the National Development Strategy 2020-2030.
Born in 1966 in Kousseri in the Far North region of Cameroon, Alamine Ousmane Mey completed his primary and secondary education in Garoua, where he earned a Baccalaureate in science. He continued his university studies at Aachen's Polytechnic University in Germany, where he graduated with a degree in Electronics Engineering. He subsequently obtained certificates in financing SMEs and SMIs in developing countries at the University of Antwerp in Belgium.
His professional career led him to CCEI Bank, now Afriland First Bank. During his 18 years of service at this banking institution, he held several senior positions, including Credit Analyst, Director of Research and Investments, Deputy Managing Director and then Managing Director from 2003 to 2011. In 2004, he led the launch of the I-CARD, the first electronic wallet in the Central African sub-region.
In December 2011, Alamine Ousmane Mey joined the government as Minister of Finance, a position he held for seven years. Under his tenure, the Lom Pangar pipeline was completed and Cameroon reached the 5% growth milestone in a moribund international financial context. He led reforms to simplify procedures and modernize administrations. Under his leadership, the first website of the Cameroonian Ministry of Finance (MINFI) was launched.
In December 2012, Alamine Ousmane Mey made it a point of honor to defend and regulate the microfinance sector, which he identified as an excellent vector for growth in the country. In February 2014, he closed 84 illegal microfinance institutions in Cameroon and called the others to order the following year to scrupulously enforce the rules in force. He received the Afrikan Banker Award as Minister of Finance of the Year 2016.
On March 2, 2018, he was appointed Minister of Economy, Planning, and Regional Development. In this position, he conducted an evaluation of the legal framework to introduce innovations to make Public-Private Partnership (PPP) operations more transparent. Cameroon has completed nearly 30 PPP projects worth more than 2,700 billion. Under the leadership of Alamine Ousmane Mey, Cameroon has a renovated tool that incorporates World Bank guidelines for practice.
A paradigm shift is underway in Cameroon's economic planning, which aims to reorganize its production capacities to be able to produce more locally, meet national demand and export more.
