Due to their importance in the development process, infrastructure is considered one of the focus sectors of the National Indicative Programme (NIP), financed by the 11th European Development Fund (EDF). Aimed at contributing to improved mobility of people and goods through enhanced road connections, this programme also seeks to improve access to electricity and drinking water.
The rehabilitation of the RN13 linking Ihosy to Tolagnaro
National Route 13, over 490 kilometers long and crossing the regions of Ihorombe, Androy, and Anosy, has been in a deplorable state for several years. In November 2017, a financing agreement was signed at the Africa-EU summit in Abidjan. The total budget is estimated at €235 million, funded by the European Investment Bank (EIB) and the Malagasy government.
The construction of the eastern bypass and Northeast of Antananarivo
For a total amount of 62.9 million euros, including 4.9 million euros from the EDF, 24 million euros from the French Development Agency (AFD), 28 million euros from the EIB, 6 million euros from the Malagasy State.

The Antananarivo Sanitation and Urban Development Project
Funded to the tune of €34.1 million, including €3 million from the EDF, €25 million from the AFD and €6.1 million from the Malagasy government. The objective for The aim is to improve the living conditions of the inhabitants of the Antananarivo metropolitan area.
For the priority districts of the Antananarivo agglomeration (Lalankely III), financed with 26.3 million euros, including 3 million euros from the EDF, 19 million euros from the AFD and 4.3 million euros from the Malagasy State, this envelope aims to improve living conditions in the most disadvantaged districts of the capital.
The development of corridors including the rehabilitation of the RNT 12 A and the RN9
The financing for this project amounts to €183.1 million, including €39.9 million from the EDF, €137.5 million from the African Development Bank (AfDB), and €5.6 million from the Malagasy government. This project aims to improve Madagascar's connectivity with countries in the sub-region, with a view to increasing trade. The seventh project is Water II, supporting Jirama. This project benefits from €73.2 million in financing, including €29.2 million from the EDF, €35 million from the EIB, €2.5 million from the NGO WSUP, and €6.5 million from the Malagasy government. This project will contribute to improving access to drinking water in Madagascar.
