This concession, part of the Transformation Acceleration Plan (PAT), will increase the volume of investments borne by SEEG. SEEG is granted greater legal security, enabling it to access financing on both national and international markets. The concession is planned for a 20-year period, allowing SEEG ample time to invest and recoup its investment. The State has established a regulatory agency for the water and electricity sectors. Notably, consumer associations were involved for the first time in drafting the service regulations.
SEEG has therefore put in place an emergency plan for the period 2020-2025 to make up for the delay observed in the restoration of certain works for the benefit of consumers.
In this context, the Gabonese State, with the support of its partners, plans to invest more than 300 billion FCFA (519 million $) to improve access to drinking water and electricity for the population throughout the territory.
This funding will enable the implementation of several water and electricity access programs, such as the Integrated Program for Drinking Water Supply and Sanitation in Libreville (PIAEPAL), with a budget of 77 billion CFA francs. This program, whose work began in 2021, aims to improve access to drinking water for residents of the municipalities of Libreville, Owendo, Ntoum, and Akanda.
The State will also invest nearly 35 billion FCFA through the Rural Basic Services Access and Capacity Building Project (PASBMIRI). This also aims to improve access to drinking water and electricity in certain localities in Woleu-Ntem, Ngounié, Haut-Ogooué and Estuaire.

By 2023, these various projects will provide tap water throughout the day and electricity 24 hours a day, thanks to clean energy from hydropower and solar power. This new concession also formalizes the liberalization of the water and electricity sectors in Gabon.
This reform, outlined in two texts—the Water Code and the Electricity Code—is expected to lead to several improvements in the quality of distribution services. These include the liberalization of water and electricity production, distribution, and marketing; the segmentation of the sector into production, transmission, distribution, and marketing; strengthened regulation; and stricter rules on equipment selection and consumer protection.
Rural areas in Gabon account for 251% of the country's population, or approximately 400,000 people. The country has an electrification rate of 91.6% and a water access rate of 80.8%, with estimated rural access rates of 27,761% and 401% respectively. By 2035, the government plans to develop universal access to electricity and drinking water services throughout Gabon.
