The implementation of the national strategy for the development of the digital economy includes:

– «Congo Vision Digital 2025» with its pillars

e-government, e-citizen and e-business; ;

– existing basic critical infrastructures, such as the National Telecommunications Coverage Project; ;

– the sub-regional fibre optic connection through the Central African Backone project Congo-Gabon, Congo-Cameroon and Congo-Central African Republic; ;

– the Universal Electronic Communications Service Access Fund, whose operationalization in two years of operation has enabled the connection of more than 150 localities, representing nearly 200,000 inhabitants and 18 university and school establishments; ;

– The African Centre for Artificial Intelligence Research, with the support of the United Nations Economic Commission for Africa, hosted within the Denis Sassou Nguesso University, whose training courses for trainers in artificial intelligence and cybersecurity were organised with the help of the Smart Africa Alliance; ;

– Bodies for monitoring, surveillance or promotion of the digital economy such as the Postal and Electronic Communications Regulatory Agency, the National Information Systems Security Agency and the Digital Economy Development Agency.

In its latest report, the World Bank recommends measures to improve market entry for new private sector players and ensure a level playing field for both private and public operators. It advocates promoting pro-competitive regulations in key sectors such as telecommunications, which are essential for the efficient operation of other industries and crucial to the digital economy, the development of which is considered a priority by the Congo in light of its economic diversification objectives.
