The 2022-2026 National Development Plan (NDP) represents the benchmark for the government's public development policies. Through this five-year program focused on inclusive growth, the executive intends to lay the foundations for a strong, diversified, and resilient economy. Its implementation involves a set of coherent programs and actions that contribute to achieving the objectives of the strategic axes defined by the Task Force for Economic and Social Policies: the development of agriculture in the broad sense; industrial development; tourism development; development of the digital economy; real estate development; and the development of special economic zones. These programs and actions are contained in the Multiannual Priority Action Program (PPAP). Developed with a view to operationalizing the strategic orientations adopted in the NDP, this planning tool, essential for steering and assessing program performance, aims in particular to control public spending and stabilize and revive the national economy.

The National Development Plan, adopted by the government, includes 343 projects valued at 8,962 billion 59 million CFA francs. To finance this NDP, the government relies on its own resources and external resources (donations and legacies; loans and public-private partnerships). 

As part of its implementation, a portfolio of so-called priority or emergency projects was established by the government, taking into account the country's capacity to mobilize both domestic and external resources. These projects were targeted based on their significant impact and ripple effect.  

However, the government is behind schedule in operationalizing the 2022-2026 NDP and addressing several issues related to priority planning and mobilizing development partners. It intends to launch a communications offensive aimed at its partners and the private sector to mobilize more financial resources, as the national budget is insufficient to finance projects. Available resources represent barely 24% of the program's overall cost, or 2,161 billion FCFA. In August 2023, the Congolese government successfully mobilized the country's major banks to support the implementation of the 2022-2026 National Development Plan (NDP). The executive hopes to make up for the delays observed in the implementation of priority projects in this five-year program focused on economic growth.
