Thanks to financial support from the World Bank, the Urban Development and Slum Upgrading Project (DURQUAP), under the supervision of the Ministry of Territorial Development, signed a contract in 2019 with the consortium Urbaplan/Africurba/Cap Consultants for the development of local urban plans, detailed urban plans, and slum upgrading plans in the cities of Brazzaville and Pointe-Noire. This enabled the development of the Moukoundzi-Ngouaka and Sukissa neighborhoods in Brazzaville, and Tchiniambi and Mboukou in Pointe-Noire.
The work to present the final versions of the local urban planning schemes (PLU) for the cities of Brazzaville and Pointe-Noire took place in May 2022 in Brazzaville.

The previous master plan for the cities of Pointe-Noire and Brazzaville dated back to 1986. Brazzaville, Pointe-Noire, and Kintélé, which benefits from its proximity to the capital, now have operational and regulatory urban planning documents. These tools will allow these localities to control their urban development through a collaborative territorial project. To address the challenges of social cohesion, economic competitiveness, and sustainable development, the Local Urban Plan (PLU) establishes land use regulations and therefore building rules using a zoning method. It allows for the location of all public spaces, based on demographic and economic growth parameters and density objectives. The PLU also makes it possible to precisely define the projected growth of the city in the coming years.
The consortium also delivered the final results of the LiDAR survey, a high-precision georeferenced database capable of serving as a mapping tool. LiDAR represents significant added value for government agencies in developing a land-use management tool, processing building permits, and creating a cadastral database on which land titles will be registered. In addition, a highly accurate topographic database will be built to conduct hydraulic studies, enabling more precise calibration of drainage structures in neighborhoods.
