Malachie Manaouda has been Minister of Public Health since January 4, 2019, with, as a priority in 2023, Universal Health Coverage (UHC) but also maternal and child health as well as the prevention of non-communicable diseases and the reduction of the incidence of communicable diseases.

Born in 1973 in Mokolo, Malachie Manaouda obtained a Doctorate in Philosophy. After attending the National School of Administration and Magistracy of Cameroon (ENAM) where he graduated top of his class, he studied at the National School of Administration (ENA) in Paris. 

Malachie Manaouda also attends the Canadian Centre for Research and Support for Public Organization Governance (CCRAGOP), a Canadian organization whose mission is to promote excellence in governance in the public sector of developing countries.

Well known in the upper echelons of the administration, from October 2003 until August 31, 2010, he served as Attaché, in charge of organizational affairs at the Presidency of the Republic of Cameroon. From August 2010 to September 2012, he was Secretary General of the Ministry of Arts and Culture, and then, from September 2012 until July 2018, Secretary General of the Ministry of Water and Energy.

Since January 2019, Malachie Manaouda has been Minister of Public Health, a position in which he is responsible for implementing Universal Health Coverage (UHC). The first pilot phase was launched on April 12, 2023, with a budget of 95 billion CFA francs. UHC is financed 49.51 billion CFA francs from the Cameroonian government's own funds and 50.31 billion CFA francs from technical and financial partners. As part of the project, the "Cameroon Health Coverage" platform was established. Patients can register to access UHC services. The implementation of UHC in Cameroon is a major step towards a more inclusive and accessible healthcare system. Thanks to this initiative, Cameroonian citizens will be able to access quality healthcare without facing financial hardship.

Under his leadership, the Ministry of Public Health also undertook the digitization of the healthcare system. Estimated at over 11 billion CFA francs for a five-year period, the National Digital Health Strategic Plan (PSNSN 2020-2024) is structured around several strategic pillars: leadership and governance, legislation, policies and compliance, human resources, strategy and investments, services and applications, infrastructure, standards, and interoperability. The youngest minister in Dion Ngute Joseph's government, Malachie Manaouda, made his mark within the ministry.

In 2020, Malachie Manaouda was named "Politician of the Year" at the inaugural Cameroon Web Awards. In October 2020, his first book, "International Solidarity and the Duty of Peace," was published—an essay on conflict crises in Africa and solutions for preserving peace.
