Madagascar – The strategic orientations of the PNEAH

The National Water, Sanitation and Hygiene Policy (PNEAH) is framed by fundamental human rights, the General State Policy (PGE), the SDGs and the constitution of the Republic of Madagascar.

For the implementation of the PNEAH, the following must be updated: the Sectoral Policy Declaration for Water and Sanitation (DECLAPOL); the Water Code; the Decrees implementing the Water Code; the National Sanitation Policy and Strategy (PSNA); the Strategic Guidance Note for the Drinking Water, Sanitation and Hygiene Sector; the National Program for Access to Drinking Water and Sanitation (PNAEPA).

Therefore, the integration of the climate change dimension will be prioritized in the PNEAH vision. This integration consists of improving water resource management (Adaptation); providing access for all to sustainably managed water supply and sanitation services (Adaptation); and optimizing water use for economic purposes by all development sectors (Agriculture, Energy, Mining, Transport, etc.).

Furthermore, the National Water and Sanitation Program (PNEAH) will be based on decentralization, multisectoral aspects of water use, and good governance. The existing structures include the Ministry of Water and Sanitation (MEAH), the National Coordination Structure, the Regional Operational Maintenance Structure, and the CODES (Regional Committee for Water and Sanitation).
