As early as 2022, the Prime Minister observed that the Congolese education system faced significant challenges in the areas of equitable access, gender equality, improving the relevance and quality of learning, aligning vocational training with the needs of the national economy and the job market, the number and quality of teachers (many of whom are volunteers and lack training), and the increase in violence in schools and universities. The goal was to build a participatory and inclusive social pact for education over the next five to ten years.
The program changes took effect at the start of the 2022-2023 school year. This restructuring of the school programs concerns science, mathematics and French, indicated the Minister of Preschool, Secondary and Literacy Education.

With only two public universities, Marien Ngouabi University and Denis Sassou N'Guesso University, both located in the capital Brazzaville, Congo is struggling to accommodate the growing number of new students. The university system is part of a broader movement to strengthen training capacity, based on establishing training structures that promote vocational training and the acquisition of knowledge and skills, in line with development needs and available or potential jobs.
Also, a public university will soon be established in Pointe-Noire. The construction of this university, which aims to reach the standards of the best universities in Africa, required the mobilization of land in Loango capable of accommodating administrative, educational and research infrastructure, buildings for student services, sports and leisure facilities for the use of faculties, higher schools, institutes and laboratories.
Meanwhile, as a result of collaboration between the government and the Catholic Church of Congo, the University of Liambou will be the first higher education institution of its kind located near the department of Pointe-Noire. Its opening in October 2023 will help address the issue of high school graduates from the coastal city and its surrounding areas migrating to Brazzaville.
