Universal health insurance is a mechanism of solidarity and coverage of financial risks related to illness, based on three fundamental principles:

– prior collection of contributions: principle by which the insured pays their contribution to the CAMU for their care; ;

– risk sharing (or pooling): makes it possible to reduce the cost of healthcare by distributing the financial burden of an insured person across all contributors; ;

– the guarantee of coverage. Through this fundamental principle, the CAMU covers access to care, ensures respect for the quality of the service provided through the accreditation of healthcare facilities, and the application of approved therapeutic protocols in accordance with the defined care package.

Its primary objective is to ensure access to healthcare for all, without exception or financial constraints. A solidarity contribution is established by the State, deducting 0.05% at source from the wealthiest, to benefit the most vulnerable and those most in need of assistance in the face of illness. Through this mechanism, the government mobilizes the necessary resources to contribute to the implementation of the universal health insurance scheme.

This includes, among other things, the requisition of working capital to complete the operational start-up work; and the release of the national solidarity contribution to CAMU, which is urgent for the implementation of its operational plan. The departments of the ministries responsible for finance and the budget must establish a mechanism that allows CAMU to quickly access the funds collected through the national solidarity contribution.

Established by Law No. 12-2015 of August 31, 2015, the Universal Health Insurance Fund is the managing body of the health insurance system in the Republic of Congo. This entity contributes to the establishment of a better healthcare system in Congo. It provides long-term protection for everyone's health by serving all Congolese residents. This is its raison d'être. In practical terms, it supports insured individuals throughout their lives, covering their healthcare regardless of their category, income, or circumstances.
