The Head of State's vision is to engage the Democratic Republic of Congo (DRC) in a decisive shift towards digital technology in order to make it a lever for integration, good governance, economic growth and social progress.
The DRC is a hub for ICT in Africa with a market of around 70 million users.
The National Digital Plan is a strategic planning document that results from the discussions initiated within the framework of the Validation Workshop of the Horizon 2025 National Digital Plan, which was held in Kinshasa in September 2019.
Its aim is to unite the Congolese around the common objectives of popular appropriation of technologies, the digital economy and sustainable development.
It contains broad guidelines that should lead to the transformation of Congolese society into an information society, with the key to developing strategies for a real structuring of the digital industry in the DRC.
The National Plan of National Development (NPN) is based on four strategic pillars: infrastructure, content, application usage, governance, and regulation. It carries the digital development strategy through to 2025, with a strong focus on modernizing infrastructure; expanding telecom coverage and digital access; securing roads and access to digital content, etc.
It is an important factor in supporting state modernization, economic growth and social progress.
