The new development strategy sets a target of 2030 for the entire population to have access to electricity. To achieve this goal, the public authorities intend to continue the construction and rehabilitation of large hydroelectric dams and to encourage the construction of mini hydroelectric power plants and solar power plants through an incentive-based legal framework.
The Ministry of Water and Energy (Minee) has undertaken the updating of the Master Plan for Electricity Production and Distribution. Presented in September 2022, this plan constitutes a global steering tool in the field of electricity for the well-being of our populations, for the interest of our industries and therefore for socio-economic development. This plan, which should provide solutions to the structural and cyclical difficulties facing the sector, revolves around seven strategic axes, namely: the evolution of the energy mix, the strengthening and extension of electricity transmission networks, i.e. the achievement of a single electricity transmission network by 2027; the stabilization and financial balance of the electricity sector; the improvement of the operational performance of the distribution segment, access to electricity for 100% by 2030 and human capital and the development of local skills. It thus follows in the footsteps of the Electricity Sector Development Fund, which has an allocation of only 7 billion CFA francs for the 2021 financial year.
The Ministry of Energy, Energy and Mining (MINEE) has assessed the need to ensure universal access to electricity at 874 billion CFA francs (approximately €1.33 billion). These financing needs officially target 7,000 localities that are still not electrified, out of a total of 13,104 localities.
The Douala and Yaoundé Network Upgrade Plan, which includes investments in both transmission and distribution lines, involves the construction of a second backup line alongside each existing transmission and distribution line. This will allow for immediate switchover to the backup lines in the event of an incident on the main line. In Cameroon's electricity sector, much hope is placed in the effective implementation of this plan, which should ensure the continuity of public electricity service. Incidents on the transmission and distribution networks have serious socio-economic consequences. The energization of the new section (Nkongsamba-Bafoussam) of the 225 KV transmission line between Bekoko (Littoral) and Bafoussam (West) took place in July 2022, leading to an increase in energy transit to the West, Southwest and Northwest regions, and a reduction in the occurrence of voltage drops in households and businesses in these regions.

In 2021, the public utility in charge of electricity distribution in Cameroon, Energy of Cameroon (Eneo), contributed 70% to the production of energy supplied to households and businesses. The remaining 30% was produced by independent producers and the Memve'ele hydroelectric power plant operated by the Energy Development Corporation (EDC).
At the end of 2022, Cameroon and nine other countries joined forces to boost energy development. These are Cameroon, Djibouti, Benin, Burkina Faso, Togo, Senegal, Mali, Ivory Coast, Congo, and Gabon. The aim will be to develop a clear understanding of the challenges facing the sector and the motives for state intervention and their role in the process; mastery of the tools necessary for analyzing the energy situation, developing the sector and its operation; and taking into account renewable energies, a sector in global development, as an opportunity for African countries.
A 200 billion CFA franc program supported by the World Bank
The World Bank (WB) intends to support the State of Cameroon through a results-based program in the electricity sector in Cameroon (Pforr). This program, financed to the tune of 195 billion CFA francs by the World Bank, aims to help the country increase its electricity production by 2030.
Cameroon aims to achieve a production of 5,000 MW by 2030, increasing its access to electricity from 601,000 MW to 1,001,000 MW in 2030. As such, the program will focus on implementing infrastructure for the production, transmission, and distribution of electricity. This will enable the country to better meet domestic demand for electricity and position itself as a giant in the export of electricity in Central Africa.
Furthermore, the Pforr intends to implement mechanisms that will improve the financial viability and transparency of the electricity sector in the country, in order to guarantee the desired financial balance between the costs and resources of the electricity sector, among others.
