The total length of roads in Cameroon is estimated at 121,884 kilometers at the end of 2021, including 108.60 km of highways, 9,387.26 km of national roads, 13,817.86 km of regional roads and 98,560.22 km of municipal roads. Regarding the length of paved roads, Cameroon has 108.60 km of highways; 5,665.56 km of paved roads in the national road network; 1,495.27 km of paved roads in the regional road network and 1,874.26 km of paved roads in municipal roads.
While 800 billion FCFA would have been needed in 2022 to ensure optimal road maintenance, only 41.4 billion FCFA was budgeted, allowing for the maintenance of approximately 13.8% of the national network. Only 810 km of roads were thus maintained in Cameroon in 2022, 378 km of paved roads and 432 km of earth roads.
6,300 billion is the estimated amount of road infrastructure needs to be achieved to achieve the objectives listed in SND30 by the State of Cameroon. The Ministry of Public Works highlights three major points: road infrastructure prioritizing climate change adaptation strategies, projects that can be financed by public-private partnerships and the service of agricultural and mining production areas, among others. AfDB experts, for their part, focus on the Far North region, identified as a fragile area, with the construction of the Maroua-Moutourwa-Magada-Guidigis-Yagoua road, a length of 180 km, the financing of which is envisaged with the support of the European Union and the AfDB. In August 2022, the Ministry of Public Works drew up a list of projects likely to benefit from financial support from development partners.

This list consists of 72 road construction projects, 29 rehabilitation projects and 27 engineering works projects for a cumulative cost of 6,500 billion FCFA. To these projects could be added: the finalization of the bypass in the downstream area of the Port of Douala; the completion of access roads between the highway, the port and the municipality of Kribi; the bypass of the city of Yaoundé with the European Union in the extension of PAST1 and the rehabilitation of National Roads 1 to 12.
The Kribi-Lolabé highway was commissioned at the end of July 2022. At 38.5 km long, this infrastructure, the first of its kind in the country, will serve the deep-water port of Kribi, the seaside resort in the Southern region. This highway section constitutes the first phase of the Edéa-Kribi-Lolabé highway. It aims in particular to improve the competitiveness of the transport chain from the port of Kribi as well as its attractiveness. The Kribi-Lolabé highway cost 250 billion FCFA, financed at 85% by a loan from Eximbank China and 15% by CHEC. To enable the Chinese manufacturer to recoup its investment, Kribi Highway Management will operate this infrastructure for 31 years, according to the agreement signed in December 2020 with the State of Cameroon.
The draft Road Maintenance Program (PER) 2023 will be drawn up on the basis of a forecast budget equivalent to the same amount as that of previous years (39.82 billion), i.e. a total allocation of 50 billion allocated to the Road Fund within the framework of the Finance Law for the 2023 financial year.
Regarding national and regional roads, prioritization will focus on conditional tranches No. 1 and 2 of projects currently being implemented on national and regional roads; Phase 2 of the construction works on the bridge over the Avo'o River, Batchenga-Edzedouan section; Phase 2 of the rehabilitation of certain ferries; Phase 2 of the operations to collect data on deterioration on national and regional roads. Projects on regional roads will be selected according to the level of prioritization defined by the Presidents of Councils with regional balance in mind in order to avoid disparities in allocations from one Region to another.
The African Development Bank Group has allocated new funding to continue two major projects in Cameroon: the Kribi Industrial and Port Zone Access Road Development Project (PARZIK, Phase 1) and the Yaoundé Complementary Sustainable Rainwater Sanitation Project (PCADY). These two operations bring the AfDB's active portfolio in Cameroon to almost €2 billion.
THE BRIDGE OVER THE CROSS RIVER CONNECTING CAMEROON AND NIGERIA
The Cross River Bridge connecting Cameroon and Nigeria entered into service on November 3, 2022. With a length of 408 meters, it strengthens the movement of goods and people on the roads of Bamenda, Mamfe, and Ekok in Cameroon; and Enugu, Abakaliki, and Mfum in Nigeria. This footbridge contributes to revitalizing trade between Cameroon and Nigeria. A vital part of the Bamenda-Enugu corridor, this bridge is becoming a main link between the two countries and a key element of the Lagos-Mombasa Trans-African Highway. Its construction was carried out by the Chinese contractor CGCOC and financed by the African Development Bank to the tune of $39 million.
